Quite right.  My dataset actually has 43 &quot;states&quot;, not 42.  I was going to say &quot;42 states, plus DC&quot;, switched gears, and managed to screw up the description.  Since the graph shows state laws after ChoicePoint, only 42 data points are plotted.
