Wow, Hutchins is like a bad cop right out of Soviet spy story, or dare I say the English King’s militia in 1775. His test seems to be:
IF he thinks you “wish to disrupt the government”
AND you are in “public meetings”
THEN you will be put under state surveillance
He probably throws in a term like “fringe people” to emphasize that he stands on an infallibly righteous position against those he disagrees with, as though he defends an ideal and homogeneous society (pun not intended) where dissent is unnecessary.
Strange that the “violent” or “imminent” part of the so-called threat is missing entirely.

Good write-up on a sad subject. You may be a terrorist for writing about this actually… Because that would just make sense; anyone who thinks certain names shouldn’t be on a terrorist watch list must be a terrorist as well.
